Abandonnés par l’ONU, les réfugiés rwandais vivent le calvaire au Congo-Brazzaville

Les réfugiés rwandais, ici au camp de Kintele, redoutent de rentrer, le 15 juin 2020.

Quelque 8.400 réfugiés rwandais sont sans statut depuis fin décembre 2018. Cette situation les expose à de nombreuses tracasseries et les enfants n’ont pas le droit d’étudier au-delà des classes primaires.

Situé à une trentaine de kilomètres au nord de Brazzaville, le camp de Kintélé accueille des réfugiés rwandais depuis 23 ans. Près de 500 personnes y vivent. Dans l’ensemble du territoire congolais, ils sont environ 8.400 à vivre comme des clandestins. Depuis 2018, ils n’ont plus droit à la protection car le Haut-Commissariat des Nations unies pour les réfugiés (HCR) et le gouvernement congolais ont invoqué la clause de cessation de statut des réfugiés dans ce pays.

Au quotidien, ces ressortissants rwandais font face à diverses tracasseries policières. Théogene Akim Rukundo, un habitant du camp, estime que les conditions ne sont pas encore réunies pour leur retour au Rwanda. « Ces cabanes sont érigées depuis 23 ans. Le processus enclenché par l’Etat congolais et le HCR pour la cessation de notre statut n’a pas respecté les conventions internationales en matières de droits de réfugiés », affirme-t-il.

Retourner au Rwanda relèverait du suicide, explique-t-il, car les ex-rebelles qui les avaient forcés à l’exil sont toujours au pouvoir à Kigali. Le président de la Communauté rwandaise au Congo, Aloyse Bahunga, qui habite le même camp, se plaint des tracasseries policières. « Nous sommes devenus comme le marché de la police. Lorsqu’un réfugié est arrêté, on lui demande sa carte qui en fait est déjà périmée. On le menace avant de lui demander de l’argent, parfois on le dépouille de tous ses objets de valeur« , décrit-il.

Les enfants nés sur cette terre de refuge sont sous une forme d’ambiguïté juridique. « En principe, il fallait que nos enfants aussi aient les droits comme un enfant qui est né au Congo. A cause du problème de cartes, nous n’avons plus de liberté pour exercer une activité. Nos enfants aussi n’ont pas de cartes parce qu’ils sont nés de parents rwandais », déplore Angélique Karuyonga, mère de famille.

A Brazzaville, plusieurs associations suivent la situation de ces réfugiés et appellent les autorités à faire preuve d’empathie. Alain Kombo est le président de l’Association pour les droits de l’homme et l’univers carcéral (ADHUC), qui s’est saisie de l’affaire depuis 5 ans. Il demande la mise en place d’une commission indépendante qui assurera la confiance entre les réfugiés et les autorités actuelles du Rwanda, « et ainsi, ils vont rentrer chez eux« .
