Declaration of the opposition parties to the RPF regime, following the war of the M23 supported by Rwanda in the East of the DRC.


The opposition parties to the RPF regime (Government of Rwanda) and the Rwandan community in exile (all socio-ethnic groups combined; Twa, Tutsi, Hutu, etc.), unite to greet the Heads of State of the region, including His Excellency Félix Antoine Tshisekedi Tshilombo, President of the Republic Republic of Congo and, in particular, His Excellency João Manuel Gonçalves Lourenço, President of the Republic of Angola and Mediator mandated by the African Union, His Excellency Evariste Ndayishimiye, President of the Republic of Burundi and current President of the Community Africa (EAC), as well as His Excellency the Former President of Kenya, Uhuru Kenyatta, Facilitator of the Community of East African States (EAC) for the Democratic Republic of Congo, for their efforts to restore peace and stability in eastern DRC and throughout the Great Lakes Region.

The opposition parties that signed this declaration – most of whom have already individually taken concrete steps in the same direction – believe that in difficult times like those that our sub-region is going through, it is time to combine our efforts and work together on the common and specific objective of supporting peace efforts on the one hand and, on the other hand, of condemning the behavior of the Rwandan government which attacks with impunity a neighboring country, the Democratic Republic of Congo.

It is within this framework that the political parties opposed to the RPF regime and the Rwandan community in exile, after consultation:

1.Reiterate their unreserved support for the agreements signed within the framework of the Luanda Roadmap of July 7, 2022 ( Luanda Process) and Nairobi of April 12 and June 20, 2022 (Nairobi Peace Process), aimed at the cessation of hostilities and the immediate withdrawal of the M23 from all occupied Congolese  localities,  as  well  as  the  conclusions  of  the Extraordinary Meeting of Chiefs of General Staff of the Armed Forces of the EAC held in Bujumbura on November 8, 2022.

2.Salute the efforts, the courage and the determination which the President of the Democratic Republic of Congo Félix Antoine Tshisekedi Tshilombo has always shown in order to maintain good relations with Rwanda and restore peace in his country;

3.Express their concerns over the aggression of the DRC by Rwanda under cover of the M23 rebellion;

4.Strongly condemn the incendiary propaganda of incitement to hatred and genocidal ideology carried out by the government of Rwanda against the Congolese people;

5.Condemn the massacres of innocent Congolese populations, the most recent of which took place in Kishishe, and demand that an independent international investigation be held;

6.Condemn Rwanda’s interference in the internal affairs and management of neighboring countries, including the DRC in particular; it is the illustration of the manifest will of the Rwandan government to sabotage the next presidential elections in the DRC;

7.Demand the immediate and unconditional withdrawal of the Rwandan army from all Congolese territory;

8.Reiterate their call on the Rwandan government to accept negotiations with opposition parties and groups without conditions;

9.Demand the immediate and unconditional extradition to Burundi by Rwanda of the perpetrators of the 2015 coup attempt, criminals who continue to seek by all means, and with the support of Rwanda, how to destabilize the institutions democratically established in a neighboring country which is Burundi;

10.Demand the cessation of all politico-military support from Rwanda to armed groups in the Great Lakes region, mainly RED-TABARA;

11.Request the protection of all Rwandan refugees according to the Geneva Convention of 28/7/1951 and the facilitation of their return to Rwanda;

12.Ask SADC countries to carry out an independent investigation in order to shed light on the crimes (deaths and death threats, disappearances, etc.) of which Rwandan nationals living in SADC countries are victims;

13.Ask the international community to take and impose political and economic sanctions against the Rwandan political and military leaders for their abuses and crimes committed inside the country as well as beyond the borders of Rwanda;

14.The opposition parties to the RPF regime and the Rwandan community in exile finally thank their Excellencies Presidents and leaders of the countries and organizations concerned as well as the international community as a whole for remaining attentive and in solidarity with the Rwandan people in their quest for change.
