France -Rwanda: Le GIFR est opposé à ce que le mot « TECHNIQUER » figure dans le Dictionnaire des Francophones !

Objet : observations sur l’éventuel verbe TECHNIQUER

 

Madame la Ministre,

Monsieur le Responsable,

Je voudrais vous informer que le GIFR est opposé à ce que le mot TECHNIQUER figure dans le Dictionnaire des Francophones selon la signification qui lui est attribué par Madame MUSHIKIWABO Louise, Secrétaire Générale  de l’Organisation Internationale de la Francophonie et ancienne Ministre  des Affaires Étrangères et de la Coopération du Rwanda. Elle dit que, au Rwanda, TECHNIQUER signifie fabriquer une solution ingénieuse avec peu de moyens. Or, il y a un an elle disait à une journaliste que TECHNIQUER veut dire magouiller, créer quelque chose par des méthodes qui ne sont pas nécessairement très propres.

D’ où vient en fait le verbe TECHNIQUER ? Lors d’une rencontre du Président du Rwanda, Monsieur KAGAME Paul, avec divers responsables, il leur a reproché de TECHNIQUER (GUTEKINIKA en kinyarwanda) les chiffres càd MENTIR, FALSIFIER  notamment  les chiffres figurant dans les rapports envoyés aux institutions de Bretton Woods. L’on remarque que ce terme revêt une connotation péjorative.

Depuis lors, le verbe GUTEKINIKA est utilisé couramment au Rwanda mais dans ce sens de TRICHER, TRAFIQUER, DETOURNER et les érudits rwandais s’accordent à le considérer comme tel.

Ainsi, la question se pose de savoir si le même verbe va avoir différentes définitions en fonctions des langues et des pays. Ne faudrait-il pas plutôt ne pas le faire figurer dans le Dictionnaire des Francophones ?
