Le Rwanda vient à nouveau d’être cité dans un nouveau rapport de l’ONU comme financier des groupes armés à l’Est de la République Démocratique du Congo (RDC).

Selon l’entreprise de médias et informations canadienne « The Globe and mail », cette enquête des experts de l’ONU met en lumière le rôle du Rwanda dans des réseaux de contrebande sophistiqués qui extraient l’or et le coltan des zones de conflit congolais; et acheminent illicitement les minéraux d’importance stratégique dans la chaîne d’approvisionnement mondiale des produits de consommation comme les téléphones portables, les ordinateurs et les bijoux.

Cette contrebande alimente également les violations militaires et des droits de l’homme en Afrique centrale, tout en nuisant aux efforts soutenus par les entreprises de la région pour réglementer le commerce des minéraux, selon les preuves. Alors que des dirigeants actuels de deux pays prétendent nettoyer le commerce souterrain: des nouvelles preuves tirées d’un rapport des Nations Unies et d’une affaire d’arbitrage d’investisseurs très médiatisée; ont révélé comment ces réseaux fleurissent au Rwanda et en République démocratique du Congo.

Le dernier rapport du Groupe d’experts de l’ONU sur la RDC, soumis au Conseil de sécurité de l’ONU en juin 2021, décrit comment l’or et le coltan sont passés en contrebande de la RDC au Rwanda, où les taxes sont beaucoup moins élevées. Le coltan dissimulé dans des pirogues et autres bateaux sur le lac vers le Rwanda. Le coltan est souvent dissimulé dans des pirogues et autres bateaux sur le lac Kivu, qui chevauche la frontière entre les deux pays, ou caché dans des compartiments secrets dans des camions.

Cette étude rappelle par exemple que lors d’un incident en mars dernier, un camion traversant la frontière entre la RDC et le Rwanda transportait 24 sacs de coltan de contrebande. Le rapport de l’ONU comprend des photos de sacs de coltan de 10 et 20 kilogrammes dans l’est de la RDC, vendus par des commerçants non enregistrés à des acheteurs rwandais sur les routes de contrebande. Il contient également des entretiens avec des contrebandiers de minerais qui ont parlé ouvertement des routes illicites à travers le lac Kivu vers le Rwanda.

En conséquence, les consommateurs occidentaux de gadgets technologiques et de bijoux n’ont aucune assurance que leurs achats ne contribuent pas aux conflits et aux abus au Congo. Et les nouvelles preuves ajoutent aux doutes sur le miracle économique tant vanté du Rwanda, qui a attiré des milliards de dollars des donateurs et des budgets d’aide étrangère au cours du dernier quart de siècle.

Le secteur minier du Rwanda, avec des revenus officiellement évalués à 412 millions de dollars US par an, est le deuxième plus gros producteur d’exportation du pays et l’une des industries clés qu’il revendique comme la preuve d’un boom économique diversifié. Les revenus de l’industrie ont augmenté régulièrement pendant des années, ajoutant à la flambée du PIB du Rwanda. Mais des études récentes dans des revues académiques ont remis en cause les statistiques économiques du pays. Les nouveaux rapports de contrebande pourraient susciter des questions de la part des investisseurs et des donateurs sur le véritable état de l’économie rwandaise.

Ainsi, la contrebande continue d’alimenter les conflits et l’instabilité en RDC, ont-ils déclaré dans leur dernier rapport. L’exploitation minière dans la région «reste dangereuse, exposée à la violence et aux abus et manque souvent d’une gouvernance appropriée et transparente par toutes les parties», indique le rapport.
