Le Rwanda risque de devenir la poubelle des déchets nucléaires en Afrique centrale !

Dans sa course vers le «développement», le Rwanda s’apprête et se presse à construire un Centre de sciences et technologies nucléaires. C’est d’abord à Sotchi qu’un accord fut signé lors du premier Forum Russie-Afrique et qui a été ratifié par le parlement rwandais en juin 2020. Le régime rwandais prévoit la mise en place d’une centrale nucléaire d’ici 2024.

Cette «bonne nouvelle  » n’a pas été rapportée comme il se doit, dans certains médias, connus pourtant pour leur enthousiasme emphatique à l’égard de l’homme fort du Rwanda Paul Kagame  ! Pourquoi ce malaise? Pourquoi ce silence assourdissant pour un projet si moderne et ambitieux?

Pendant que les autres pays renoncent aux centrales nucléaires, le Rwanda persiste à s’en doter, alors que ce pays dispose d’un potentiel énorme pour développer l’énergie verte. Pour comprendre l’iniquité de ce projet, la réponse se trouve au Maroc, en Algérie et en Somalie.

Au Maroc

Monsieur Aziz Rabbah, ministre de l’Énergie et des mines a déclaré en mai 2019 que:  « le Maroc ne compte pas à court et à moyen terme utiliser l’énergie nucléaire pour produire l’électricité  ». Pour le ministre marocain «  un tel projet est budgétaire et demande une sécurité infaillible  ». S’ajoute à cela, la complexité de la mise en œuvre, sachant qu’il faut entre 12 et 15 ans d’étude, de préparation et d’essais pour lancer une centrale nucléaire .

Interrogé sur cette ambition rwandaise, un expert de la Banque africaine nous a donné une réponse énigmatique: Si le Rwanda au PIB de 9,5milliards $, plus pauvre que le Bénin, s’aventure dans un projet dont un pays comme le Maroc au PIB de 118,72 milliards $, éprouve des difficultés, ce que les mobiles sont ailleurs  !

Aujourd’hui, tous les pays producteurs d’énergie nucléaire sont d’accord que les  déchets radioactifs sont dangereux  et peuvent présenter un risque élevé pour la santé humaine. Ils  s’engagent à prendre en charge ces déchets de manière spécifique et isolés de l’homme et de l’environnement. Malgré leur bonne volonté et leur technologie très avancée, ces pays sont confrontés à l’épineux problème de gestion de déchets .

La situation est tellement critique, que les organisations environnementales et les services de santé sont vent debout contre les gouvernements, pour qu’ils garantissent la protection des citoyens contre ces déchets radioactifs.

Le temps et l’expérience ont montré que le nucléaire est une énergie dangereuse, chère et périmée. Pour se débarrasser de ces déchets dangereux et encombrants, certaines entreprises véreuses les exportent en Afrique. Voici quelques exemples pour comprendre ce que cache ce projet rwandais!

En Algérie et en Somalie

En mai 2013, les douaniers du port d’Alger ont intercepté plusieurs conteneurs de matières radioactives.  Après enquête,  ils ont découverts que ces déchets radioactifs provenaient de Chine. « Les déchets radioactifs chinois découvert dans le port d’Alger relancent la polémique du trafic » (article publié sur le site http://roadsmag.com le 16/05/13)

En juin 2013, le gouvernement italien a démantelé un réseau de la mafia calabraise  qui de source gouvernementale, « encaissait tous les ans, 7 milliards de $  US provenant du commerce des déchets atomiques», et Mogadiscio (Somalie) était une des clés de ce trafic.

D’ailleurs des milliers de fûts contenant des déchets radioactifs ont été immergés au large des côtes somaliennes à partir des années 80.  C’est le tsunami de 2004 qui a permis de révéler au grand jour des centaines de fûts reflués sur les côtes.

Au Rwanda

De source proche du régime de Kigali, on apprend que la société Crystal Ventures se serait « engagée dans cette juteuse affaire ». C’est dans ce cadre que les négociations seraient très avancées avec leurs partenaires peu scrupuleux pour stocker leurs déchets nucléaires au Rwanda.

Si le projet aboutit, ce pays deviendrait « la poubelle de déchets nucléaire » qui  rapporterait des milliards de dollars à Kagame et son entourage.  Sacrifier la population pour enrichir une oligarchie, c’est une pratique courante dans certains pays africains, mais en la matière, le Rwanda devient un leader incontesté.

Les stratèges rwandais rompus en matière de communication, ne font rien au hasard. Ils ont le talent d’anticiper les critiques, pour toujours présenter Kagame et son entourage comme des gens intègres, austères et au-dessus de tout soupçon! Souvent ils y arrivent.

Voilà pourquoi, dans les mois à venir, critiquer la présence de déchets nucléaires au Rwanda, sera ridicule ! C’est ce qu’on appelle un blanchiment réussi d’une opération de vente et dangereuse .

Ce pays, le Rwanda, que nous avons découvert à cause du génocide, nous risquons malheureusement de le perdre à cause d’une catastrophe humanitaire aux enjeux maffieux. Retenez bien ce proverbe vietnamien: « Méfie-toi de l’argent qui pèse plus lourd que l’homme  ».
