Dans son allocution du nouvel an de 2021, l’Ambassadeur du Rwanda en France Monsieur François -Xavier Ngarambe a menacé toute personne qui ose critiquer le gouvernement de Paul Kagame. « Au moment où nous nous efforçons de montre la bonne image du Rwanda, il y en a qui veulent la montrer négative…vous devez faire taire voir de mettre hors d’état de nuire tous ceux-là qui veulent salir l’image de notre pays » dit-il. C’est ces propos qui ont poussé à Monsieur Fausti Twagiramungu, Ancien Premier Ministre du Rwanda et Président du Parti RDI-Rwanda Rwiza a adressé une lettre aux Elus français pour les interpeler sur les menaces encourues par des citoyens français d’origine rwandaise:

Mesdames et Messieurs les Élus de la République,
J’ai l’honneur de m’adresser à votre autorité, pour vous exprimer les inquiétudes des Rwandais en exil, et plus particulièrement ceux qui ont été accueillis comme réfugiés en France.
En effet, ces Français d’origine rwandaise sont, depuis un certain temps, menacés par le régime du FPR, dirigé par le Général Paul Kagame. Ces menaces qui jadis étaient discrètes, se font de plus en plus au grand jour, à travers les médias officiels de Kigali et l’Ambassade du Rwanda à Paris.
En ma qualité de Président du Parti RDI Rwanda Rwiza, qui œuvre pour la paix et la réconciliation du peuple rwandais, je m’adresse à vous, chers Élus, afin que vous mettiez un terme à cette terreur sur le sol de la France, pays des droits de l’homme et de la liberté.
Beaucoup d’entre vous ont découvert le Rwanda lors de la tragédie de 1994. Cependant, le peuple rwandais était massacré depuis le 1 octobre 1990, date du déclenchement de la guerre par le FPR-Inkotanyi, qui a attaqué le Rwanda avec l’appui du Président Ougandais, Yoweri Museveni.
Pendant cette sale guerre, à l’abri des regards, les malchanceux mourraient cruellement, tués par les rebelles du FPR-Inkotanyi et les miliciens Interahamwe du MRND, à la kalachnikov et à la machette. Leurs pleurs et leurs cris de détresse étaient étouffés par leurs bourreaux, souvent avec la complicité, sinon l’indifférence, des grands médias occidentaux.
En juin 1994, après quatre ans d’horreur, la France est heureusement intervenue pour sauver des populations qui risquaient d’être massacrés par les extrémistes des deux bords. C’est grâce à l’Opération Turquoise que des millions de vies ont pu être épargnées. Ces braves militaires ont secouru des Rwandais en détresse, sans se préoccuper de savoir s’ils étaient hutu ou tutsi, mais tout simplement parce qu’ils les prenaient pour des êtres humains, leurs semblables !
Après la prise du pouvoir à Kigali par les troupes du FPR, des millions de rescapés ont pris le chemin de l’exil. Mais hélas, des centaines de milliers d’entre eux n’ont pas survécu. Ils ont été massacrés dans les camps de réfugiés et dans les forêts de la RDC (Ex-Zaïre), par ces mêmes troupes du Général Kagame. Ces massacres sont documentés de manière détaillée dans le Rapport Mapping des Nations Unies, sorti en octobre 2010.
Rescapés pour une seconde fois, certains de ces réfugiés ont eu la chance d’être accueillis en France, avec l’espoir de pouvoir enfin se reconstruire. Ils étaient fiers et honorés de vivre dans le pays de leurs sauveurs, ces vaillants militaires de l’Opération turquoise.
Pendant qu’ils appréciaient, sur le sol de la patrie des droits de l’homme, leur dignité humaine retrouvée, ils ont appris que leurs héros, ces militaires de l’opération turquoise, étaient stigmatisés, humiliés, piétinés ! Que cette opération turquoise était désormais qualifiée de « nocive » par le régime du FPR, et que la France, à travers ces militaires, aurait joué « un rôle négatif » au Rwanda !
Ce déshonneur lancé à la figure de ces héros, a été ressenti comme un coup d’épée porté à la raison d’être des rescapés des massacres de l’armée de Paul Kagame, car à travers cette monstrueuse accusation, ces derniers se sentent coupables d’avoir survécu.
Pendant que nos héros de l’opération turquoise boivent le calice jusqu’à la lie, le régime du FPR réactive ses milices connues sous leur dénomination rwandaise « INTORE », pour traquer les Rwandais établis en France et ailleurs, les museler et même les éliminer physiquement, pour autant qu’ils sont considérés, à tort ou à raison, comme des opposants.
Cette concomitance malheureuse n’est pas le fruit du hasard, et d’ailleurs le régime du Général Kagame ne s’en cache plus, lui qui a juré de mettre la France à genou en exigeant d’elle des excuses publiques consistant en quelque sorte en un acte de contrition !
Le récent reportage de la BBC news, a mis en évidence la triste réalité que les rwandais endure depuis des années. Il montre, vidéo à l’appui, des INTORE jurant « fidélité au régime du FPR et prêts à sacrifier leur vie pour éliminer l’ennemi », à savoir tout Rwandais rescapé ou pas, qui n’a pas fait acte d’allégeance au régime du Général Kagame.
Ainsi, si ce régime est capable de salir l’honneur des militaires français de l’opération turquoise, sans être inquiété, qu’est-ce qui l’empêcherait de s’en prendre à de modestes réfugiés rwandais, ayant élu domicile sur le sol français ?
C’est dans ce contexte que ces exilés rwandais, chaque matin, au réveil, pour protéger la petite parcelle de vie qui leur reste, sont contraints par la souffrance et la peur, de se métamorphoser en rien. Devenir tout simplement invisible, afin d’échapper à la tyranie de ces « INTORE prêts à mourir pour le régime de Kigali», tel est, fort malheureusement, leur nouveau mode de vie !
Quand on est rescapé plusieurs fois, on finit par s’abandonner à la fatalité ! Malheureusement, c’est ce sentiment de profonde injustice et d’inquiétude qui gagne de plus en plus les Français d’origine rwandaise. Leur peur est d’autant plus justifiée que, récemment, lors de ses vœux du nouvel an 2021, l’Ambassadeur du Rwanda à Paris, Monsieur François-Xavier Ngarambe, a ajouté de l’huile sur le feu, en incitant ses INTORE à agir, à « mettre hors d’état de nuire les ennemis du régime », notamment ceux présents sur le sol français.
Revigoré par l’impunité dont il bénéficie depuis octobre 1990, le régime de Kagame n’a plus peur de rien. Les INTORE se sentent plus forts que jamais, et se font de plus d’amis au sein des médias et de certaines institutions. Les conséquences risquent d’être dramatiques, si des mesures fortes et dissuasives ne sont pas prises dans les meilleurs délais par les autorités françaises compétentes, comme ce fut le cas en Australie et dans certains pays européens.
Cela étant, j’estime que la République Française a la volonté et les capacités de protéger ses citoyens, et qu’elle ne tolérera en aucune façon sur son sol, ces actes terroristes téléguidés de Kigali et dangereusement relayés par l’Ambassade du Rwanda à Paris.
Mesdames et Messieurs les Élus de la République,
Ces Français d’origine rwandaise ont beaucoup souffert. Ils ont besoin de souffler un peu, et surtout de faire tranquillement leur deuil. Je ne doute pas que, sous votre impulsion, la République jouera pleinement son rôle de protecteur des citoyens, et je me tiens volontiers à la disposition des autorités compétentes pour de plus amples informations.
