Victoire Ingabire Umuhoza est la présidente du principal parti d’opposition au Rwanda, Development And Liberty for All (DALFA). Condamnée à 15 ans de prison en 2010 pour « conspiration contre les autorités par le terrorisme et la guerre, minimisation du génocide de 1994 et propagation de rumeurs dans l’intention d’inciter le public à la violence », elle a été libérée en 2018.
La Croix : Comment avez-vous reçu le discours d’Emmanuel Macron ?
Victoire Ingabire Umuhoza : Je l’ai bien reçu, du moins, il y a des aspects positifs. Le premier est que le président français reconnaît la responsabilité de la France dans le drame qu’a connu notre pays. Les annonces faites en faveur du développement du Rwanda sont aussi une bonne chose. L’autre effet bénéfique du discours, c’est le rapprochement entre Paris et Kigali : les deux présidents viennent d’enterrer la hache de guerre après 27 années de relations houleuses, cela est louable pour le Rwanda.
Et les aspects négatifs ?
V.I. U. : Je m’interroge. Comment le président Macron pense investir dans un pays qui ne respecte pas la démocratie. La France est connue pour être le berceau des droits humains. Or, ici, les droits humains ne sont pas respectés. Depuis de décennies, au Rwanda, règne un système de gouvernance qui limite l’espace politique, qui entrave la liberté d’expression et réprime toute critique des politiques de développement du gouvernement. Son voyage aurait été un succès historique s’il avait défendu le peuple rwandais comme il défend le peuple français.
Comment, selon vous, a-t-il été perçu par la société rwandaise ?
V.I. U. : Tout le Rwanda était intéressé par ce voyage, la télévision nationale l’a couvert en direct. Et il y avait une vraie attente d’entendre le président français demander pardon. Mais cela n’a pas été le cas. Les victimes du génocide en ont été déçues. Ensuite, sur les collines, les paysans doivent être perplexes. Pendant 27 ans, le régime de Paul Kagame leur a fait comprendre que les Français étaient responsables du génocide des Tutsis, qu’ils en avaient pris leur part. Et là, on leur dit que désormais que les Français ne sont plus complices du génocide. Ils sont même devenus nos amis. Cela crée beaucoup de confusion chez eux.
Attendiez-vous également ce pardon ?
V.I. U. : Non, je ne voulais pas ce pardon car tout le monde était impliqué de loin ou de près dans les crimes au Rwanda. Toute la vérité n’a pas encore été formulée. Il faut ouvrir toutes les archives de tous les pays qui ont joué un rôle au Rwanda. Il y a eu des crimes contre les Hutus : au Rwanda et au Congo. Or, on n’en parle pas.
Mettez-vous sur le même plan les Tutsis exterminés par le régime génocidaire et les Hutus tués dans la guerre entre le FPR et les forces armées au service d’un régime génocidaire ?
V.I. U. : Non, il ne faut jamais opposer les victimes. Chacune a sa spécificité et sa douleur. Les victimes Tutsis ont été visées par un génocide qui a été reconnu et jugé internationalement. Pour les victimes Hutues, on en est encore aux revendications et aux rapports, mais le besoin de reconnaissance et de justice est le même pour tous. C’est de cela qu’il faudrait aussi que l’on parle.
Personne ne nie qu’il y a eu des civils tués pendant l’offensive du FPR comme dans toute guerre…V.I. U. : « Ne pas nier » est différent de reconnaître et de rendre justice. Le président Kagame a lui-même parlé des victimes Hutues lors d’une interview à Jeune Afrique. Le président français n’en a pas parlé.
Mais il est venu à Kigali pour rendre hommage aux victimes du génocide.
V.I.U. : C’est une très bonne chose, mais que faire alors pour les autres ? La question mémorielle divise encore énormément les Rwandais. Après 27 ans, il est peut-être temps de l’envisager autrement et le Président Macron aurait pu en parler.
