Mu minsi ishize, bamwe mu bari mu nzego z’ubuyobozi bwa RBB barasezeye kandi batangaza inyandiko zivuga ku bibazo byaba biri muri RBB. Kubera ko byatangaje ndetse bikababaza benshi, RBB yifuje kubagezaho ibikurikira :

Ibyanditswe mu matangazo y’abasezeye si ukuri, kubera impamvu zikurikira :

-Mu nama za RBB, nta ngingo ibujijwe kuganirwaho. Nta ngingo ya kirazira.

-Guharanira ko abiciwe ababo babona ubutabera si ubutagondwa.

-Ihame rikuru rya RBB, ni ukwimakaza ibiganiro mu kubonera ibibazo umuti. Bityo rero, muri RBB, ibibazo bikemurirwa mu biganiro, ibyemezo bigafatirwa mu bwumvikane.

-Nta munyamuryango ufite uburenganzira bwo guhatira abandi kwemera cyangwa guhakana igitekerezo iki n’iki. Utemeye icyemezo gifatiwe ku bwinshi afite uburenganzira bwo kutabisinyira cyangwa kuvuga ko yifashe (réserve).

-Icyo bamwe bita ubuhezanguni cyangwa ubutagondwa ntakirangwa muri RBB. Nta muryango n’umwe mu bagize RBB uhakana jenoside yakorwa Abatutsi nkuko bamwe babyanditse kubera inyungu zitumvikana.

-Mbere ya 1994, muri 1994 na nyuma yaho, Abanyarwanda bo mu bwoko bw’Abahutu bakorewe ubwicanyi bw’intambara, ubwicanyi bwibasiye inyokomuntu, n’ubwicanyi bw’itsembabwoko aribwo jenoside, mu Rwanda no muri Zaïre/RDC. Abavuga ko ubwo bwicanyi FPR-INKOTANYI yakoreye Abahutu ari jenoside, babifitiye uburenganzira, kandi ntibagomba kubisabira uruhushya.

–Kuvuga ko Abahutu bakorewe jenoside ntaho bihuriye no guhakana cyangwa gupfobya jenoside yakorewe Abatutsi nkuko ingoma ya FPR ibivuga.

-Mu ntambara ya 1990 kugera muri 1994 na nyuma yaho, Abanyarwanda bo mu bwoko bw’Abatwa bakorewe ibyaha by’intambara n’ibyibasiye inyokomuntu, ku bwinshi, mu mpande zinyuranye z’u Rwanda.

RBB igamije kwimakaza umuco wo kwumva akababaro k’abanyarwanda bose no kwemera ko buri wese avuga ibyo atekereza, mu bwubahane no mu bworoherane. Impaka zigibwa muri RBB, ntizishingira ku moko kuko nta na rimwe abakomoka mu moko anyuranye babanza kwumvikana ku bitekerezo bitwaje ubwoko.
